Nestled in a quiet historical neighborhood, this beautiful old building, built in 1899, first served as the original Lynchburg High School, and later as Frank Roane Elementary School. In 1980, Lynchburg Covenant Fellowship, with the help of the Virginia Housing Development Authority, converted the school into 26 apartments. This created affordable housing for low-income elderly individuals, 62 years of age and older. Frank Roane is conveniently located on the bus line with on-site laundry facilities and private off-street parking. All of the apartments at Frank Roane are Project Based Section 8 and Low Income Housing Tax Credit units. These apartments are income and rent restricted.
This community was newly renovated in 2015 with funding from multiple sources, including partnering with VCDC on Low Income Housing Tax Credits, obtaining a VHDA low interest loan, State and Federal Historic Tax Credits, HOME Funds from the City of Lynchburg, and a construction loan provided by Virginia Community Capital. Residents enjoy energy-efficient apartments with central heat and air conditioning, Energy Star appliances, new cabinetry and countertops, beautiful flooring, new intercom system, and a new call bell system. A sprinkler system was also installed and the elevator was upgraded.
All of the apartments have Universal Design features, and five apartments are fully accessible, meeting Section 504 of the Americans with Disabilities Act requirements. Universal Design is the design and composition of an environment so that it can be accessed, understood and used to the greatest extent possible by all people regardless of their age, size, ability or disability. There is a camera system present on the property as an amenity.
